Description: For Issue 4857 in the Ireland F2F, we discussed how to describe
the relationship between nested policy expressions and parent policy
assertions, and as it relates to compatibility matching. For the Primer,
Section 3.4, this issue articulates a short description and example.
Proposal: See attached for Section 3.4. Changes are in highlighted yellow block
in the .pdf and .doc.
