Title: Section 3 of primer overlaps with guidelines

Description: Section 3 ["In 2. Basic Concepts: Policy Expression, we covered
the basics of Web Services Policy language. This is the first advanced section
that provides more in-depth materials for Web Services Policy implementers and
assertion authors."]

Justification: The guidelines should be in one document to ensure that the
guidance is consistent.

Target: Primer

Proposal: remove references to providing guidance to policy assertion authors
and point to the guidelines document
