Yes. Here is the description from the scenarios doc:

"3.1 WS-Policy document retrieval
The media type test case is designed to test that the correct WS-Policy media type
(application/wspolicy+xml) is used when a WS-Policy document is retrieved via HTTP
from a URL.
3.1.1 Test Case M1 - application/wspolicy+xml media type usage

1.      Store test WS-Policy document on server.
2.      Retrieve WS-Policy document at a given URL (e.g. http://[testmachine]/wsp-tests/policy.wspolicy) via HTTP.
3.      Confirm via wire-trace that the media-type returned is indeed "application/wspolicy+xml"."

Either way, we are provisioning such an endpoint on our interop site
today, just follow the link to the round 4 tests:
http://wsinterop.sun.com:3280/wspolicy_interop

If this is an interop test, ould others please publish the URI of their
wspolicy resource?
