As you noted this was available in the previous version, but in the new version we wanted to clarify that and decided that Action items should be either unassigned or assigned to a single user. So we actually replaced the 'Everybody' option by the 'Unassigned' option. For the moment you can only create unassigned action items from the Tracker Web interface. If you notice a specific email that you think is missing from Tracker, please ping us with the URI of the archived mail, so we can check whether it's normal or not. Note that the "WS Policy" tracker [3] is using the legacy code that is not maintained by the Systeam. After discussion with your chairs and team contacts it was decided that first we will only migrate the "Editors" instance [4]. I am hoping that you are happy with the new version used for the Editors and that you will soon come back to us asking to migrate "WS Policy" to the new tracker code, so you can benefit from its added features, bug fixes and W3C Systeam support.
