WS-Policy 1.5 Primer Editors draft and Diff

This revision of the Primer reflects resolutions for all Primer issues
closed to date.

The change log (Appendix F) and major changes since last revision
(Appendix E) detail all changes made.

 

The diffs account for changes since the last primer version sent to WG
(March 30, '07).
