When we discussed this on Aug 2 on the WG meeting, I thought the WG agreed to look at a refinement of the current table of contents proposal as proposed in Umit's email:

"We will prepare a detailed proposal as to which sections of the UWSP
document may also be used within the context of our guideline as the
next step.

I suggest Umit and Maryann expand their table of contents proposal with an indication of what material they would use from the UWSP paper.  I don't think WG members will be able decide which direction they like better until they see what they might lose from the UWSP and what additional material would be provided in a primer.

So far I don't think the WG has concensus on which format is better.
