John, You raised an issue against the "Assigning Media Types to Binary Data in XML" Last Call WD [1] in your email at [2]. This was accepted by the WSD WG as issue 266 [3]. The wg has decided to add text to state that when XML schema is not utilized to indicate the type of the content, other means may need to be used, including but not limited to xsi:type. See Section 1, last paragraph for this addition in the current draft [4]. We hope this change to the note addresses the issue that you raised to your satisfaction. Therefore, the issue is closed.
