Comment: wsdl20-rdf should use c14n

On behalf of the Semantic Annotations of WSDL Working Group I wish to
comment that

elides a bunch of points that are handled by canonicalization. I
recommend the following text (not specifically endorsed by SAWSDLWG):

representation using the properties extensionElement and
extensionAttribute. Each extension element is represented as an XML
literal (see [RDF] section 5.1, XML Content within an RDF Graph)
containing a canonicalised representation [C14N] of the entire
