The document has informative section which let the reader thinks that other sections are normative. Though the conformance to this technology is not defined in any way. The introduction mentions the benefits of interoperability. I think it would be better to define clearly what does that mean to implement WSDL-RDF, what are the minimal requirements that will guarantee a minimal interoperability. The conformance section is a tool to help developers knowing how all defines features, requirements fit together, the prose defining the individual requirements.
