URI comparison reference

Section 2.20 Comparing URIs and IRIs in Part 1 references:

This is a draft TAG finding, whose content is mainly identical to the
IRI spec's Simple String Comparison section, which is a much more
stable document.

Therefore, I would like us to use section 5.3.1. Simple String
Comparison of RFC 3987 as the normative way to compare IRIs in WSDL
2.0 documents.
