This includes the top level components: interface, binding and service and the subordinate components: operation, fault, and endpoint." - http://www.w3.org/TR/2004/WD-wsdl20-20040803/#wsdl-uri-references Element declarations and type definitions are top level components in WSDL definitions component, that is, Definitions.{element declarations} and {type definitions}.
