DRAFT agenda for tonights call

We may have problems meeting tonight alas I know I cannot be  
available due to a school meeting I have to go to.
So if the meeting is postponed this can serve as the agenda. The  
biggest issues to resolve are the "initiate" flag and
the "Notification Message Exchange Type".
