IMPLEMENTATION ISSUE: Question about 'when'

The 'when' attribute on the Record is used to indicate whether it should be performed "before" or "after" the exchange that it is associated with.

However, if an interaction has multiple "respond" exchanges, what should happen with the 'before' records associated with those exchanges?

If we don't know which response we are going to receive, then how can we do the relevant record before the receive occurs?

Therefore, does the 'when=before' have any relevance for 'respond' exchanges?
