New Proposed Alterntative C to resolve WS-addr metadata LC comment

Attached is a PDF file which shows changes for Proposed alternative C to 
resolve
ws-addr metadata LC comment.

This proposal defines the nested policy assertion types for Addressing 
assertion as requirements
on sending responses from the subject attached to.  However, no 
statement is made on the meaning of a the nested assertions not being 
present in an alternative.

I changed the exampe headings, and removed the example which put both 
nested assertions
in an alternative, since this is meaningless given they mutually 
exclusive requirements.
