New draft of Metadata document

As discussed and agreed during the WG meeting, I have:
 
1.  modified the text describing the two nested assertions to emphasise that the state explicit or guaranteed support. That included the "In other words" wording.
2.  removed the editor's note at the start of the section on policy (the one about open issue on policy attachment to WSDL documents
3.  removed the editor's note in section 3.1.4
4.  replaced section 3.1.4 with the words I circulated prior to the meeting, and added an example using wsp:Ignorable, per Tom's e-mail. Now we have two examples, one using wsp:Optional, the other using wsp:Ignorable.
 
Now the extra things I did...
 
A. I moved section 3.1.4 to after the examples of using the assertions - it seemed more logical to define the assertions and provide examples of their use, THEN discuss this issue. So the compact form examples are now 3.1.4, and the normal form examples are now 3.1.5
B. I renamed section 3.1.6 to "Finding Compatible Policies"
C. I added a reference to the WS-Policy Primer at the end of section 3.1.6 (we removed a reference when we removed the old text of 3.1.4) - it seemed a logical place to put it.

You are also welcome to raise Last Call issues relating to this version of the document - I don't think Philippe will be making substantial changes in the process of converting this into the official LC draft.
 
I believe this fulfills the actions I was given during the meeting, and the resolutions reached.
