Issues 56, 57 ed clarification

The resolution to issues 56 and 57 discussed at the last F2F and  
captured at [1] doesn't cover the required conformance level (MUST,  
SHOULD, MAY). As I missed the last F2F, I don't have the necessary  
context to determine the intent of the WG.
