wsa:From tests

As per my action item from today's meeting, I have defined 2 wsa:From
test cases to check that implementations don't die when they see one.

There's a SOAP 1.1 test (1170[1]) and a SOAP 1.2 test (1270[2]).

Paul, I have committed the assertions document and sample messages
along with it.

I couldn't remember how to test logs/example.xml, so this is untested.
