[1] and [2] defines two testcases in WSDL where each testcase requires two methods to be invoked with exactly same request Body block but with different wsa:Action in the Header block. The intent is that different response bodies is received for the two operations invoked as the receiver dispatches based upon the wsa:Action. Action-based dispatch is not a direct requirement but can be derived from the Core and WSDL Binding and thus these testcases should be made INFORMATIONAL rather than REQUIRED or OPTIONAL.
