Bad DTD construct in WS-A Recs

I tried to load
http://www.w3.org/TR/2006/REC-ws-addr-core-20060509/ws-addr-core.xml and
http://www.w3.org/TR/2006/REC-ws-addr-soap-20060509/ws-addr-soap.xml on
Internet Explorer 7,  and received the following error:

 

The XML page cannot be displayed

later.
