Tom make messageID useful for next versions of either ws-reliability or 
ws reliable messageing,  it should be a complex type.

A group ID ( which is globally unique in space and time) along with an 
optional sequence number integer attribute would make
this wsa:messageID useable by these other specs.

If sequences are not required, then the optional integer sequence number 
attribute would not have to be present.

Otherwise, a request response exchange using reliability will require 
two different message ids, one for wsa another for ws-rx.

I will send a future message with the simple schema for this.
