Re: Call for Resolution to Publish Draft Note: WoT Profiles 2.0 Use Cases & Requirements

Just a note to say we discussed this in the WoT Profiles call today, which
was just an informal discussion because there were only three people in
attendance. However, Michael Koster, Mizushima-san and I agreed that it was
a good idea to publish a snapshot of the Use Cases & Requirements document
as a Draft Note.

As Michael says above we will aim to pass a resolution in the Main call
next week to proceed with this publication.

In the meantime I have merged the PR
<https://github.com/w3c/wot-profile/pull/483> with the static HTML so that
we have an HTML preview
<https://w3c.github.io/wot-profile/requirements/publication/1-dnote/> to
review with the wider Working Group next week.

Further feedback is of course welcome.
