I think it makes sense to take a close look at the specific section of the process document.

Taking these into account, may I suggest the following text for the explanation section:

At the current point in time there are only a few profile implementations by group members available and no thorough interoperability tests
were conducted due to resource constraints of the group.
Unfortunately, this is not adequate implementation experience to move this document into recommendation status, so the group decided to publish it as a discontinued draft.
The working group MAY resume work on this technical report, if additional implementers provide additional implementation experience.

6.3.13.1. Abandoning an Unfinished Recommendation

Any Recommendation-track<https://www.w3.org/policies/process/#w3c-recommendation-track> technical report<https://www.w3.org/policies/process/#technical-report> no longer intended to advance or to be maintained, and that is not being rescinded, should be published<https://www.w3.org/policies/process/#publishing> as a Discontinued Draft<https://www.w3.org/policies/process/#discontinuedREC>, with no substantive change<https://www.w3.org/policies/process/#substantive-change> compared to the previous publication. This can happen if the Working Group<https://www.w3.org/policies/process/#GroupsWG> decided to abandon work on the report, or as the result of an AC Review<https://www.w3.org/policies/process/#advisory-committee-review> requiring the Working Group<https://www.w3.org/policies/process/#GroupsWG> to discontinue work on the technical report before completion. If a Working Group<https://www.w3.org/policies/process/#GroupsWG> is made to close<https://www.w3.org/policies/process/#GeneralTermination>, W3C must re-publish<https://www.w3.org/policies/process/#publishing> any unfinished technical report<https://www.w3.org/policies/process/#technical-report> on the Recommendation track as Discontinued Draft<https://www.w3.org/policies/process/#discontinuedREC>.

Such a document should include in its status section an explanation of why it was discontinued.

A Working Group<https://www.w3.org/policies/process/#GroupsWG> may resume work on such a technical report<https://www.w3.org/policies/process/#technical-report> within the scope of its charter at any time, by re-publishing<https://www.w3.org/policies/process/#publishing> it as a Working Draft<https://www.w3.org/policies/process/#RecsWD>.

6.3.2. Implementation Experience

Implementation experience is required to show that a specification is sufficiently clear, complete, and relevant to market needs, to ensure that independent interoperable implementations of each feature of the specification will be realized. While no exhaustive list of requirements is provided here, when assessing that there is adequate implementation experience the Team<https://www.w3.org/policies/process/#team> will consider (though not be limited to):

     *   is each feature of the current specification implemented, and how is this demonstrated?
     *   are there independent interoperable implementations of the current specification?
     *   are there implementations created by people other than the authors of the specification?
     *   are implementations publicly deployed?
     *   is there implementation experience at all levels of the specification’s ecosystem (authoring, consuming, publishing…)?
     *   are there reports of difficulties or problems with implementation?

the latest W3C Process (specifcally its section 6.3.13.1 [a]) says
that we should publish a draft, which we have given up to bring to
REC, as an "Discontinued Draft" instead of a "Note". So I'll talk with
Philippe about that today.
