The proposed new charter:
* Simplifies the description on the group scope.
* Adds further clarification on the motivation and background.
* Updates the descriptions on the normative deliverables: Architecture
(Update) , Discovery (Update) , Thing Description (Update) , Profile and
Profile (Update).
* Updates the list of the coordination on W3C groups and external
standardization organizations based on the recent situation.
* Proposes to add Michael Koster to the co-Chairs.

The proposed team resource for this group is from 0.3 to 0.2 FTE.

Current participants will not need to re-join the group if the new
charter is approved.
