Proposal: Merge https://github.com/w3c/wot/pull/1209, updating and formalizing the description of the ETSI ISG CIM simple liaison.

Please review and comment on the PR.  We will also discuss in the WoT/ETSI ISG CIM joint call on Monday, and will call for a resolution to merge the PR in the next WoT WG meeting.
