[Charter]: include both Scripting and REST API

I just wanted reiterate on: https://github.com/w3c/wot/issues/288
Adding "Scripting and REST API" as a deliverable for the WG would be a
great addition to the Charter.

Starting with REST is a good approach to design a good scripting API
indeed, it would also make Web Things truly part of the web that's
available today. We also believe that proposing a REST API would address
some of the concerns that were raised by some organisations (e.g., Mozilla)
on this list. We would also happily volunteer to support the design of such
as REST specification, hopefully leveraging some of work done in the Web
Things Model https://www.w3.org/Submission/2015/SUBM-wot-model-20150824/
