New TD version in WoT current practices document

Dear all,

based on the agreed change requests, I setup a pull request for the updated TD version for the next plugfest in Santa Clara on Wednesday.  Since today, it is merged in the WoT current practice document [1].

The major changes are:

-       Introduction the vocabulary term "endpoints" that contains "uri" and "mediaType" information. Endpoint can be used for global (valid for all interaction resources) and local (individual resource) declarations. Thereby, local declarations overwrites global declarations (if defined).

-       one object container for Property, Action, and Event definition (the differentiation is done by @type)
