Re: [whatwg] An API for unhandled promise rejections

I'll restrict my discussion on the spec to
https://github.com/promises-aplus/unhandled-rejections-spec which I believe
is the official home of the Promises/A+ spec and just drop a note in other
places where a reference makes sense.  If that is not the correct place to
discuss the spec please let me know!
