The spec generally speaking intends to always be a little ahead of where 
the browsers are, so that the browsers can have something to implement 
next. So it's ok for the spec to be an aspirational superset.

(What's not ok would be for the spec to be incompatible with what the 
browsers do -- neither a subset or a superset, but a different set.)
