Not really, it is possible to notify people that someone in a new tab has
sent a message and that it requires attention.  The whole reason for this
api is that this statement is not always true.

I am not really sure you made this particular argument.  I also don't see
why, in your particular case, you couldn't make it so that all background
tasks are 'idle'.

The concept of system idle is very important for doing rich client based im
clients, and for other rich client based things like games and other things
where it is important to know that the user is potentially available.
