Not really. You still have the sentence "User agents should present the persistent storage feature to the user in a way that associates them strongly with HTTP session cookies.", which IMO recommends an overly specific and rather questionable UI. It would be okay as an example of how UAs might present it, but "should" seems too strong to me. But it doesn't really matter.
