[whatwg] Proposal: Allow block content inside label element

Does that mean that Internet Explorer should NOT redirect focus from a LABEL
to the control because the operating system GUI does not do that either?

There are various controls that have equivalents. But basically any text 
that is displayed next to an interactive control in a way that labels the 
interactive control.
