Some poetry is visual, for which we have <pre>, but not all poetry. 
Consider for instance the poems read by Ani DiFranco on her albums. 
Clearly, given that her poems here are read out and not conveyed in a 
visual medium, they are not primarily visual. This is the kind of poetry 
for which <br> would be an appropriate typographical tool.
