The implementation targeted at end-users is embedding it in Ogg, though, so it can e.g. use the free Ogg audio codecs like Vorbis, FLAC and Speex. http://schrodinger.sourceforge.net/ So yeah, albeit it's not a codec developed by xiph.org themselves it's also (but not exclusively) part of the Ogg family.
