I think we should wait to see what happens with CSS3 and maybe address 
this in markup in HTML 5.1 or 6.

Could you elaborate on this? Why is <hx> not suitable? Can you give some 
URLs of pages that are working around the lack of an <lh> element or 
equivalent?
