[whatwg] <tbody> content model should be 0+ <tr>s

Also... since tables are allowed to have <tr>s as direct children of  
<table>, if <tbody> is allowed to be empty then presumably <table> should  
be allowed to contain no <tbody> and no <tr> elements.
