[whatwg] Nested MENU elements

Hi,

Will HTML5 allow nested MENU elements? HTML 4.01 Transitional doesn't allow 
nested MENU elements for some reason. Current UAs treat the MENU element 
just like UL elements. See test case [1]. It might be a good idea to make an 
explicit note about this at the definition of the element.
