Why submit a license you already know the contents of? Is there some sort of legal requirement that says the acceptance of the license must be accompanied by the license itself? Even if so, what the harm of sending the license with a "No"? It seems to me that the use of a read-only control for a license is largely a matter of presentation, not because the license needs to be submitted.
