Actually, "international" (formerly called "foreign") users might not 
expect date inputs to be in the context of their locale but in the 
context of the locale of the page. Why would one intuitively expect 
(for example) a U.S. site to accept Finnish dates?

Unless it is obvious that the format of the date control is managed by 
the user agent based on the user's preferences, the best thing to do is 
to document the expected format clearly *next to* the input field (not 
in it!).
