WHATWG members currently considers that only solutions based on HTML are
at all likely to be successful. This is largely based on the fact that
there are plenty of non-HTML solutions that are not successful, and a lot
of HTML- based solutions that _are_ successful.

So yeah, we're basing things on HTML.
