Should the allowed compression system(s) be specified?  (zip, gzip,
bzip2...)  What if the UA is incapable of compression, this would be
an optional action, yes?  How intelligent should the UA be about this?
Compressing a compressed file, or a binary, is probably more wasteful
than useful.
