[whatwg] Submission in XML

I just reread the section about the XML submission format and it reminded 
me about a thing I've been wondering. Why isn't the XML header <?xml 
version='1.1' ?>  included in the submit? Wouldn't that be the natural so 
that it could be fed directly into an XML parser?
