Updated draft of WDS emergency information profile

Hi all,

I have slightly modified the structure of the draft profile for soliciting
contribution on the use cases. We can make more clear requirements if we
can gather use cases as many as possible.

Now, we have two use cases
- UC1: sharing emergency information with user's devices
- UC2: alerts or a child abduction emergencies

The requirements that are derived from UC1, has been moved into
requirements section, and I want to ask Mr.IHARA whether it is okay to post
the figures that you have provided into this document. It is also needed to
add more texts reflecting the previous email discussion. (This gonna be my
homework :D)

More use cases and any comment are welcome.
