This is a Call for Consensus (CfC) for the Second Screen Community Group Charter 2020.

Please review the Charter 2020 proposal [1,2] and signal your support by adding a comment or a thumbs up (+1) reaction to the Pull Request [3], or alternatively, by responding to this message by 7 December 2019. All feedback is welcome.

With 2/3 of votes cast in support, Charter 2020 will be operational on 1 January 2020.

Summary of changes:

* Remove Open Screen Protocol (migrates to Second Screen WG)
* Add Screen Enumeration API (new incubation discussed at TPAC 2019)
* Add Window Placement API (new incubation discussed at TPAC 2019)
