Blink Intent to Implement

Hello all,

I just wanted to let the CG know that we (Google/Chromium) have recently
posted an Intent to Implement notification for the Presentation API for
feedback by the Blink/Web platform team.

This will pave the way for prototyping the current specification in Blink.
 It will be behind a flag and/or only in developer releases until the
specification and implementation have stabilized.
