Just pointing out the new CG charter could include extensions to what the CG is passing to the proposed WG for features and use cases the group has already discussed that are not far enough along to transfer to the WG now. The CG could work on them in new CG extension specs like the HTML WG does with new features. When they were ready, they could be transferred to the WG. The idea would be things fairly settled would get passed to the proposed WG by publishing a final CG (extension) spec on it that covers what's already fairly solid that the CG wants to transfer to the WG. That could be extensions to the spec that was transferred or new specs. The WG would work on things that were fairly solid and the CG could explore new possibilities where it wasn't clear yet how to do it. The WG and CG could recharter periodically to reflect what was transferred to the WG and what new specs were to be worked on, like now with this first transfer. The CG charter says: "The group will ONLY produce Specifications listed here. To add any additional specifications, the Charter must be amended by the process described below. All deliverables for which the CLA patent section applies must be designated as such here." That's for the same reason WGs do that, so Legal departments can have an idea of what they'd be licensing.
