[webrtc-encoded-transform] What should happen to a sender hooked to a SFrame sender transform without any encryption key? (#306)

youennf has just created a new issue for https://github.com/w3c/webrtc-encoded-transform:

== What should happen to a sender hooked to a SFrame sender transform without any encryption key? ==
The spec does not clearly state what happens to the above case.
We might want https://w3c.github.io/webrtc-encoded-transform/#sframe-transform-algorithm to be more explicit.
One possibility is to drop packets until an encryption key is set.
