[mst-content-hint] Reference to [=implementation-defined=] (#64)

henbos has just created a new issue for https://github.com/w3c/mst-content-hint:

== Reference to [=implementation-defined=] ==
In PR #63, some text was added including the term _implementation-defined_.

Ideally this should be written `[=implementation-defined=]` and automagically link to [here](https://infra.spec.whatwg.org/#implementation-defined) but that resulted in ReSpec errors.

I suspect the way to fix this is to add a terminology and/or conformance reference to `[WEBIDL]` but I split this into a separate editorial issue so that @dontcallmedom can tell me if I'm doing it right :)
