I'd like to reserve:

   - 30 minutes to present a proposal - on which I am still actively
   working - to expose information to a capturer about the size and
   positioning of the captured surface.
   - 15 minutes to present a proposal to expose a dedicated error sub-type
   for when the user explicitly rejected the getDisplayMedia dialog. (As
   opposed to today, where this gets lumped in with genuine errors.)
