Defining maxBitrate is possible via RTCRtpEncodingParameters.

Has it been discussed to have an API for start bitrate as well? I can
see it being useful in certain scenarios, and it can be done via SDP
(x-google-start-bitrate) if you use libwebrtc IIUC.
