This is a Call for Consensus (CfC) to recycle WebRTC-PC at Recommendation. The document is available for inspection here:

"WebRTC 1.0: Real-Time Communication Between Browsers" (known as WebRTC-PC) originally reached the W3C Recommendation stage on January 26, 2021.

Since then, the specification has been clarified and features with multiple implementations (such as the maxFramerate attribute) have been added.   The 28 Candidate Amendments are listed here:
